He has assumed various elected positions in the city since 1992, with a brief break from 2001 to 2004 after losing in his first congressional bid.

He first served as city councilor for two consecutive terms from 1992 to 1998, then as vice mayor from 1998 to 2001. He defeated then-outgoing Mayor Reynaldo Malonzo in the 2004 congressional race, eventually serving for three consecutive terms until 2013. He would come to serve out three consecutive terms as mayor from 2013 until 2022, when he successfully returned to the House of Representatives.
